Freelancer.com is a huge site with thousands of projects available at any given time. There are a lot of people there looking for your Joomla job.
Layout: 10
Very nice layout. Easy on the eyes, easy to navigate and get the info you need.
Feature List: 9
Just about every feature you’d expect on a freelancer site. Messaging, forums, bidding, ratings, etc.
Signup: 8
They don’t require a ton of fields, but I don’t like that a phone number and address are required.
Bid Frequency: 10
A ton of freelancers on the site mean a lot of bids.
Fees: 6
It’s a fairly expensive site. When you sign up you can become a gold member for $24.95 and pay lower commissions. When posting projects there are a number of upgrades available that are also expensive. When you post a project you pay a $5 fee they give back to you if you pick a worker, but the fee they charge for selecting a worker is the higher of $3 or 3% of the project price.
Overall Impression: 8
There are a lot of workers available, and a great layout with features, but you do pay for all of that. Still, if the fees don’t bother you be sure to check More >
Joomla Resources

Since it’s run by the Joomla project, you know the site is trustworthy, and all entries are hand approved.
Layout: 9
It’s very easy to find your way through all of the freelancers available.
Feature List: N/A
Features don’t really apply as this is just a directory listing available freelancers.
Signup: 10
You don’t need to sign up to use the site, so it’s incredibly easy.
Bid Frequency: N/A
No bidding happening here.
Fees: 10
Since it’s just a list of available freelancers, there aren’t any fees associated with using the site.
Overall Impression: 9
Since it’s not your typical freelance type site there aren’t any fees to worry about any you don’t need to register, but it could also take time to find the right freelancer instead of them finding you. But since they are all hand approved chances are you should be able to find the perfect person for your project at the Joomla Resources site.

The design is quite clean, but reminds me a lot of TemplateMonster.com since the navigation seems stolen for the most part.
Layout: 5
Easy to get around the site, but something that TemplateMonster didn’t make would have been nice for the navigation
Feature List: 8
There are plenty of features to manage your projects and bids. Each project has a message board with private message capabilities. As a freelancer you can be notified when new projects are posted in categories that you select.
Signup: 6
I found the need to confirm the email before registration to be quite annoying. Form’s should be a one step process whenever possible. It would seem to make a lot more sense to confirm the email after submitting the registration and before the account can be used. The overall process was fairly short.
Bid Frequency: 6
This seems to be a newer site so the bids suffer because of it. A couple projects on the homepage had ended without bids, and those that did have bids only had a couple. Once more people hear about this site it is sure to pick up due to no fees being charged.
Fees: 10
There are absolutely no fees for using the site, unless you want a featured More >

Instantly the site strikes me as very professional and trustworthy. You can see many projects and highly rated freelancers on the homepage.
Layout: 9
There are a lot of different colors used in the layout, but they go together very well. The design looks very professional and well thought out.

It would seem to make a lot more sense to confirm the email after submitting the registration and before the account can be used. The use of a CAPTCHA on the email screen defeats the purpose of needing to confirm the email first. The overall process was fairly short.

New projects seem to receive several quality bids within hours of being posted.
Fees: 4
Fees are 10% or $5, whichever is greater. They give freelancers $2 for signing up. If you are a buyer you can pay $10 for a featured More >

I like that you can instantly recognize what the site is about from the familiar Mambo orange. The part of the page above the fold strikes me as a little dark. Looking over the homepage you get a feeling that there are plenty of projects and freelancers to make everyone happy.
Layout: 6
Like I said in the first impression section the portion of the page above the fold is a little too dark. It would be more striking if the icons were the colored version without having to rollover them. The orange text in the grey table headers is also slightly difficult to read. Project navigation is pretty straightforward.
